Unidentified Aerial Phenomena (UAP) is the mystery everyone wants to solve. Although it has been 80 years since the UFO sightings began to be recorded, no one has a perfect explanation of what or who is behind them. After the significant contribution of the UFO community, it has finally become the mainstream topic and has been discussed in Congress, which makes the phenomenon a serious problem.
Avi Loeb, an astronomer and professor at Harvard, is among the few greatest minds who have boldly challenged the whole scientific community by presenting his theories on extraterrestrials (or alien probes) that might have visited Earth. Dr. Loeb has recently presented a paper, stating the concept of some UFOs being small probes from an alien mothership (such as Oumuamua).
In the paper “Physical Constraints On Unidentified Aerial Phenomena,” co-authored with Dr. Sean Kirkpatrick, Director of All-domain Anomaly Resolution Office Pentagon, Dr. Loeb describes physical constraints on interpretations of “highly maneuverable” UAPs, using known forms of matter and radiation.
According to the study, the friction of UAPs with surrounding air or water is expected to generate a bright optical fireball, ionization shell, and tail, implying radio signatures. The lack of these signatures could indicate inaccurate distance measurements for single-site sensors without range gate capability.
Dr. Leob explains NASA was tasked by the US Congress to find 90% of all Near Earth Objects (NEOs) that are larger than 140 meters, resulting in the creation of the Pan-STARRS telescopes. In 2017, an unusual NEO named “Oumuamua” was discovered, which raised the possibility that it was thin and artificial in origin.
Later, NASA discovered a definitely artificial object, the rocket booster 2020 SO, which exhibited similar behavior with an extreme shape, a push by the Solar radiation pressure and no cometary tail because its thin walls were made of stainless steel. The coincidences between the orbital parameters of “Oumuamua” and an interstellar meteor called “IM2” inspired the possibility that an artificial interstellar object could release many small probes during its close passage to Earth. These probes could reach Earth or other Solar system planets for exploration, and would be undetectable for existing survey telescopes but could be detected by deep space radars and space fences.
“These ‘dandelion seeds’ could be separated from the parent craft by the tidal gravitational force of the Sun or by a maneuvering capability. A small ejection speed far away could lead to a large deviation from the trajectory of the parent craft near the Sun. The changes would manifest both in arrival time and distance of closest approach to Earth.
With proper design, these tiny probes would reach the Earth or other Solar system planets for exploration, as the parent craft passes by within a fraction of the Earth-Sun separation, just like ‘Oumuamua’ did. Astronomers would not be able to notice the spray of mini-probes because they do not reflect enough sunlight for existing survey telescopes to notice them if they are on the 10 cm scale of CubeSats or smaller.”
In an interview with Tim Ventura, Dr. Loeb discusses the possibility of some unidentified aerial phenomena (UAP) being probes sent by alien civilizations. He mentions Oumuamua, and another object that came close to Earth with a similar speed and distance, but ultimately did not come from the right direction to be associated with Oumuamua.
He suggests a scenario where a “Mothership” releases small probes to explore habitable planets with liquid water and nutrients for fuel. He proposes that UAP may be such probes, using a parachute to slow down in the Earth’s atmosphere and pursue their goals.
Dr. Loeb suggests his “dandelion seeds” could be “Universal Assemblers,” a species of self-replicating probes in physicist John Von Neumann’s theory. These probes might be the most abundant in interstellar space, as they could multiply exponentially in time by using the raw materials available on habitable planets throughout the galaxy, according to von Neumann.
Dr. Loeb asserted that by the following decade, we could find a functional device from another technological civilization. “We should at the very least search our “backyard” in the Solar system for artifacts from our neighbors. Some of these objects may be intelligent, while others will burn up in the Earth’s atmosphere,” he said.
“It is likely that any functional devices embedded in the Earth’s atmosphere are not carrying biological entities because these would not survive the long journey through interstellar space and its harsh conditions, including bombardment by energetic cosmic-rays, X-rays and gamma-rays.”

The collaboration between the two scientists was the product of an initial conversation with Dr. Kirkpatrick, who wrote to Dr. Loeb asking if they could meet while he was visiting near Harvard. The Debrief notes Dr. Kirkpatrick is privy to classified information collected by the U.S. intelligence community on unidentified aerial objects, but that this information was not referenced in the paper he co-authored with Loeb.
Additionally, the 2022 Annual Report on Unidentified Aerial Phenomena published by the Office of the Director of National Intelligence earlier this year was based on work by Dr. Kirkpatrick’s office.
Dr. Loeb is also the head of the Galileo Project, an initiative aimed at searching for signs of extraterrestrial technology and studying UAP. He assures that his Galileo Project would have transparency in sharing its progress with the public and that nothing would be classified. In September 2022, he stated that by 2023, the Galileo Project would publish all its data on natural, artificial, and extraterrestrial objects.
The announcement of the Galileo Project came shortly after the Pentagon made public its UFO footage in 2021. At the time, Dr. Loeb said: “What we see in our sky is not something that politicians or military personnel should interpret, because they were not trained as scientists, it’s for the science community to figure out.”

Dr. Loeb believed that the discovery of equipment from extraterrestrial civilizations would have a profound impact on humanity. His Galileo Project will search for such relics near Earth.
In his interview with Curt Jaimungal from TOE, Dr. Loeb confirmed that the Galileo Project began testing a suite of instruments that would observe the sky and analyze the data with artificial intelligence algorithms.
He further stated that “hopefully by 2023, we’ll start collecting data at places where there are reports on these [UAP] objects. That’s the third branch of the Galileo projects, we’re already doing this research and we should see it’s a phishing Expedition.”
On November 10, 2021, Dr. Loeb attended The Ignatius Forum at the Washington National Cathedral along with Jeff Bezos, Bill Nelson, and Avril Haines, the Director of National Intelligence. He had an opportunity to ask Haines about her thoughts on the nature of UAPs, to which she unhesitatingly replied that she does not know.
The government’s handling of unidentified aerial phenomena has left the Harvard professor dissatisfied, prompting him to encourage scientists to get involved. According to him, the sky itself is not classified, only the sensors used by the government to collect data, which is why it remains classified. The Galileo Project aims to create an open data stream accessible to everyone, similar to the way science is conducted. The data will be of high quality and available to the public.
